The Certified Business Enterprise (CBE) Certification Program is designed to build the capacity of local, small and disadvantaged businesses and to stimulate economic development in the District of Columbia. District-based small and disadvantaged businesses are eligible to participate in this set-aside program under DC Law 12-268.

Hines|Archstone supports this program by committing that:

• CBEs will own 20% of developer equity and will invest at least $20 million in equity
• A minimum 35% of eligible pre-construction/construction and operational costs will go to CBE contractors
