The First Source Agreement program assures that DC residents receive priority for new jobs created by municipal financing and development programs, such as CityCenterDC. It requires all projects using District of Columbia funds to offer increased employment opportunities for District residents.

• All job openings created are listed with the Department of Employment Services
• District residents are given priority for newly created on-site jobs
